picture with no story

I often post weird news stories and try to get an appropriate picture. Yesterday, I came across this news picture. It must have a good story behind it... but can't imagine what it is. (Why is a guy in a pink dog outfit being cuffed???) If you know what happened here... or if you want to make up a good story, write me.
